After hearing learned counsel for the parties, delay of 342 days in filing the restoration application is condoned. Further for the reasons mentioned in the restoration application, which is supported by an affidavit, the order dated 20.09.2012 is recalled and the writ petition is restored to its original number.

The applications stand disposed of.
