Section 33(3) in Executive Instructions Relating to Opium
(3)Application for such a pass should be accompanied by a certificate from the Collector of the district or from the Sub-divisional Officer of the sub-division where he may be residing before coming to Assam to the effect that the applicant is a habitual opium eater.
