Section 13(1) in The Wild Life (Protection) (Orissa) Rules, 1974
(1)On receipt of an application for a licence under this Chapter, the Issuing Officer may, after such inquiry as he may deem fit with regard to fitness or otherwise of the applicant to receive a licence, or grant/reject the application.
