Section 77(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)Vessels owned by organisations under the Ministry of Transport and Communications, except the Light House Department and Port Administration shall wear the Indian Blue Ensign defaced by an Ashoka Chakra superimposed over the shanks of the anchor in a vertical position. The defacing shall be done in light golden colour.
