(2)Prisoners should not ordinarily be required to march in very hot weather between the hours of 9 a.m. and 4 p.m., when circumstances require that they should do so, they must be provided with sun caps and a plentiful supply of water. Neither should they be required to march when it is raining or likely to rain heavily. Prisoners obliged to camp out at night must be provided with proper shelter in serais or tents.
