Should these occur during the recess any vacancy in the Executive Committee they shall be empowered to fill up such vacancy except in cases where a summons has been issued for a meeting of the Council when the Council itself shall elect. Should any member of the Executive Committee be absent from two consecutive meetings without leave of the Committee, he shall ipso facto cease to be a member of the Committee. If the period of leave exceeds one year a vacancy is thereby created.
