(2)Without prejudice to the generality of the foregoing power, such rules may provide for(a)the classes or kinds of tree growth which may be permitted to be cut and the girth of such trees;(b)the terms and conditions subject to which, sanctions or permissions may be granted(c)the procedure to be followed by the District Collector before granting sanctions or permissions.
