Section 19(3) in The West Bengal University of Animal and Fishery Sciences Act, 1995
(3)The Council or the Vice-Chancellor may invite any person having experience or special knowledge on any subject under consideration to attend its meeting. Such person may speak of otherwise take part in the proceedings of such meeting but shall not be entitled to vote. Any person so invited shall be entitled to such allowances as may be prescribed.
