Section 4(1) in Railways Rates Tribunal (Procedure) Regulations, 1990
(1)A party to the proceeding may appoint, in writing, any person as his representative to appear, act and be heard on all occasions before the Tribunal:Provided that such appointment shall take effect only from the dale on which the appointment order is filed with the Secretary :Provided further that no Member of the Tribunal who has held office as such member shall be appointed as a representative.
