                                       ORDER

1. The complainant, Shri Sunil submitted RTI application before the Central Public Information Officer (CPIO), Vinayaka Mission University, Salem seeking approval letter from UGC/DEC or Council of Vinayaka Missions deemed University, Salem for running distance education programme viz. Bachelor of Science in Optometry - Lateral (BOPT(L); status of degree of DOPT(L) i.e. Bachelor of Science in Optometry (L) etc. through two points.

2. Aggrieved with non-receipt of response from the CPIO, the complainant approached the Commission without availing of the first appellate channel available u/s 19(1) of the RTI Act, 2005.

3 The matter was heard by the Commission. The complainant was not present in spite of a notice of hearing having been sent to him. The respondents stated that the CPIO vide letter dated 27.03.2017 informed the appellant that the University had already replied along with Distance Education Council Approval letter for 2007-2012 vide letter dated 21.04.2014. The appellant was informed that it was an institutional permission and all the programmes were approved by the authorities of the University were approved including B. Sc Optometry. However the CPIO again provided copy of approval order of Distance Education Council for the period 2007-2012, on 27.03.2017.

4. The Commission observes that the CPIO had provided the desired information to the complainant within the stipulated period. No action is called for on the part of the Commission. The complaint is closed.
