Section 3(ii) in Tamil Nadu Home Guard Rules, 1963
(ii)Every person desiring to be appointed as a member of the Home Guard shall make an application in Form 'A' to the Commissioner of Police in the city of [Chennai] [Substituted for the word 'Madras' by the City of Madras (Alteration of Name) Act, 1996 (Tamil Nadu Act 28 of 1996).] or to the Superintendent of Police in a District.
