(1)The Municipality may by notice require the owner of, or the person having control over, any private water course spring, tank, well or other place, the water of which is used for drinking, bathing or washing purposes, to keep the same in good repair and to cleanse it of silt, refuse or vegetation and to protect it from pollution by surface drainage in such manner as the Municipality may think fit.
