ORDER
1. In this Original Application, registered suo-moto, the Tribunal is considering the issue of illegal sand mining on the banks of river Yamuna in Prayagraj and consequential decrease in water level.
2. Reply dated 05.09.2024 by respondent- District Magistrate, Prayagraj was received covering the status of raw water intake wells and the pumps therein for pumping the water of Yamuna to water Treatment Plant and the suggestions related thereto, which are as under:-
"समिति के सुझाव :-
➢ जलकल ववभाग, प्रयागराज नगर तनगि, प्रयागराज द्वारा दिये गये सुझाव के अनुसार ग्रीष्ि ऋऋिु िें इन्टे क वेल नं0 01, 02 एवं 03 िक रॉ वाटर पहुंचाने के मलए निी िें आवश्यक क्षििा के पलोदटंग टाइप पम्पंग मसस्टि लगाने का प्राववधान ककया जा सकिा है, मजनका हे ड इस प्रकार रखा जाए कक ग्रीष्ि ऋिु िे रों-वाटर प्प करके पूवव से स्थावपि रामइजग ं िेन िक रॉ वाटर पहुंचाया जा सके।
➢ इन्टे क वेल नं0-04 िें न्युनिि जल स्िर से लगभग 3-4 िीटर गहरा होने के कारण आवश्यक रॉ-वाटर प्राप्ि करने हे िु प्प की िली के पास अतिररक्ि सक्शन पाइप लगाकर 1 निी के िल के सािानान्िर उिनी ल्बाई िक डाला जाये, जहााँ निी का जल स्िर इन्टे क वेल नं0 4 से नीचे आ रहा हो। इससे इन्टे क वेल संख्या 04 िे पूवव से स्थावपि सक्शन पाइप के नीचे जल स्िर जाने पर भी सवशन पाइप िें पानी की उपलब्धिा बनी रहे गी।
➢ भू-गभव जल ववभाग, उ०प्र० द्वारा भू-जल के ररचामजिंग हे िु रूफ टॉफ रे न वाटर हावेमस्टं गएवं पाण्डकेिाध्यिसे नगरतनगि,प्रयागराजक्षेत्रिें सिुचचिप्रयास ककयाजाये,मजससेभू-जलस्िरिेंसुधारहोसके।
➢ यिुना निी के बायें िट पर स्थावपि करे लाबाग रॉ वाटर इन्टे क वेल के ववपररि दिशा िें िायें िट पर पट्टाधारक को स्वीकृि खनन पट्टा की तनयमिि रूप से िॉतनटररंगकीजाये िथाखननववभागद्वाराअनुिोदििखननयोजनाकेअनुसार तनधावररििानककेअनुसारहीखननकायवककयाजाये,मजससेककरॉवाटरइन्टे क िेंकोईसिस्याउत्पन्ननहो।"
3. A separate reply by CPCB dated 20.12.2024 has been received which clearly states that there is depletion in the ground water level on account of illegal sand mining. CPCB has also suggested certain measures in the reply.
4. Learned Counsel for UPPCB seeks time to obtain a copy of the report of CPCB and respond to the disclosures made therein.
5. It has been pointed out that another matter involving the same issue is pending.
