Section 3B(c) in The M.P. Municipal Corporation (Transfer of Immovable Property) Rules, 1994
(c)The application for the allotment of land shall be made only by the President or General Secretary of the State Working Committee of the political party concerned. The application made directly by the district or block units of the party shall not he considered.
