Section 10(1) in The Orissa Public Libraries Act, 2001
(1)The Government may, by notification, establish a District Library in the headquarters of every district and, for the purpose of this section, a District Library established by Government prior to the commencement of this Act, shall be deemed to be a District Library established under this Act.
