(2)An application made under sub-rule (1) shall be accompanied by a fee of [Rs. 2.00] [Substitued by G.S.R. 150, dated 25th January, 1984]Provided that the Issuing Authority may, if satisfied that such permit or identity card is lost, destroyed defaced or mutilated for reasons beyond the control of the holder thereof, refund such fee.
