Section 4(i) in The Tamil Nadu Town Panchayats, Third Grade Municipalities, Municipalities and Corporations (Elections) Rules, 2006
(i)he has placed a mark on such instrument or other paper in the presence of the Returning Officer, Presiding Officer or such other officer as may be specified in this behalf by the State Election Commission; and
