(2)All rules made under this section shall be laid for not less than fourteen days before the Legislative Assembly as soon as possible after they are made, and shall be subject to such modifications as the Legislative Assembly may make during the session in which they are so laid, or during the session immediately following:Provided that any such modification shall be without prejudice to the validity of any thing previously done or omitted to be done under such rules.]
