Section 13(5)(g) in The Punjab Borstal Rules

(g)If an inmate is, in the opinion of the Superintendent, guilty of any offence other than that described in Rule 28 he may take action according to Rule 29 or may place him in the Penal Grade for such period as he deems necessary; provided that without the special sanction of the Directors as laid down in sub-rule (e) such period shall not exceed three months at a time.
