Section 2(f) in Bihar and Orissa Dangerous Drugs Rules, 1934
(f)"Licensed dealer" means a person who has obtained a licence under these Rules for the sale of dangerous medicinal drugs otherwise than on prescription, and for the manufacture of medicinal opium or of preparations containing morphine, diacetylmorphine or cocaine from materials which he is lawfully entitled to possess;
