Section 42(1) in The Orissa Municipal Delimitation of Wards, Reservation of Seats and Conduct of Election Rules, 1994
(1)The [Presiding Officer] [Substituted vide O.G.E. No. 1106 dated 7.6.2008.] at any polling station, immediately before commencement of the poll shall demonstrate to the polling agents and other persons present at such station that the ballot box is empty and bears the labels referred to in Sub-rule (1) of Rule 39 and shall then lock it up and place his seal upon it in such manner as to prevent its being opened without breaking such seal and allow such polling agents, as may be present and willing to give their seals in the box and thereupon shall place the box so locked and sealed on a table in full view of all present.
