Section 25(3) in The Tamil Nadu Town Panchayats, Third Grade Municipalities, Municipalities and Corporations (Elections) Rules, 2006
(3)If a candidate is not elected and the number of valid votes polled by him does not exceed one sixth of the total number of valid votes polled by all the candidates in the ward, the deposit made by him or on his behalf, shall be forfeited to the Town Panchayat or Third Grade Municipality or Municipality or Corporation, as the case may be.
