Section 6(1) in The Haryana and Punjab Agricultural Universities Act, 1970

(1)The headquarters of the Haryana Agricultural University shall be at Hissar, and the headquarters of the Punjab Agricultural University shall be at Ludhiana, or at such other place as the appropriate Government may direct.
