12. Election of [Councillors] [Word substituted by W.B. Act 3 of 1994.]. -
Election of [Councillors] [Word substituted by W.B. Act 3 of 1994.] shall be held in accordance with the rules made under section 19 and the first election for the purpose of constituting the General Council shall be held on such date or dates as the Government may prescribe.
