Section 3(vii) in The Rajasthan Municipalities (Class IV Services) (New Pay Scales) Rules, 1973
(vii)'Existing member of Service' means a member of Service who is in service of a Board immediately prior to adoption of these pay scales by the Board and who has been drawing pay in an existing pay scale from the municipal fund;
