THE MINISTER OF STATE IN THE MINISTRY OF ROAD TRANSPORT AND HIGHWAYS AND MINISTER OF STATE IN THE MINISTRY OF SHIPPING (SHRI PON RADHAKRISHNAN): On behalf of my senior colleague Shri Nitin Gadkari, I beg to move:
“That this House concurs in the recommendation of the Rajya Sabha that the Lok Sabha do agree to leave being granted by the Rajya Sabha to withdraw the Bill further to amend the Motor Vehicles Act, 1988 which was passed by the Lok Sabha on the 18th December, 2014 and laid on the Table of Rajya Sabha on the 19th December, 2014.” HON. SPEKAER: The question is:

श्री मल्लिकार्जुन खड़गे (गुलबर्गा) : मैडम, मिनिस्टर ने जो स्टेटमेंट दिया, आपको और हमें, सभी को मालूम है, अमेठी फूड पार्क के बारे में यहां पर तीन बार चर्चा हुई। एक बार किरीट सोमैय्या जी ने जीरो आवर में मामला उठाया, उसके बाद उसी वक्त फूड प्रोसेसिंग मिनिस्टर ने जवाब दिया, फिर होम मिनिस्टर ने भी इसके बारे में कहा, इसके बावजूद भी everyday, this statement is coming. I want to know as to how it is repeated and under what rule. … (Interruptions) You have got full powers. You should use your power judiciously. This is what I want to say. … (Interruptions) Just because there are powers, one should not give permission repeatedly. माननीय अध्यक्ष: आप बैठ जाएं। मैं वन बाई वन सब बातें बताऊंगी। पहली बात यह है कि माननीय राहुल गांधी जी ने कुछ मामला उठाया था। एक तो बार-बार यह कहा जा रहा है कि हम एडजॉर्नमेंट मोशन देते हैं, उस पर समय नहीं मिलता। एडजॉर्नमेंट मोशन डिसअलाऊ होने के बाद, आज मुझे इसलिए सब कहना पड़ रहा है कि मैंने वह सब लिख कर रखा है। If you want, I will give you the records. हर समय मैंने जीरो ऑवर में ही क्यों न हो, आपके सदस्यों को, जिस-जिसने भी एडजॉर्नमेंट मोशन दिया है, बोलने का मौका दिया है। कई बार तो एडजॉर्न मोशन इतना सामान्य था कि रोज जीरो ऑवर में उठाने जैसा मामला था या अन्य किसी तरीके से उठाया जा सकता था। Still I have given time. कभी-कभी तो स्थगन प्रस्ताव समय पर भी नहीं आया, फिर भी मैंने बोलने का मौका दिया। खड़गे जी, मेरे पास लिखित में रिकार्ड है, आपने जैसा कहा कि मैं समय नहीं देती।

If you want to go to ‘Zero Hour’, we can take up that. स्टेटमेंट की बात जो मैं कह रही हूं कि जब माननीय राहुल जी ने यह मुद्दा उठाया था, उस समय शायद मुझे ठीक से याद नहीं है कि गृह मंत्री जी ने कहा था कि हम बताएंगे आपको। दूसरे दिन जब यह बात उठी तो दोबारा किरीट जी ने कुछ बात उठाई । उस समय मंत्री जी ने कहा कि मैं बता देती हूं, मगर उस समय उनके मुंह से कुछ गलत शब्द निकले, हल्ला-गुल्ला हो गया, उनकी बात अधूरी रह गई। उन्होंने मुझे आकर बताया कि जो पूरे फैक्टस मैं देना चाहती थी, वे उस समय नहीं आ पाए। अगर आप आज का उनका स्टेटमेंट पढ़ें तो पूरा फैक्ट्स एंड फिगर्स का स्टेटमेंट है। इसलिए मैंने उन्हें स्टेटमेंट देने के लिए अलाऊ किया। आप अगर देखेंगे तो उसमें एक यही बात है कि पूरे फैक्ट्स एंड फिगर्स दिए गए हैं इसलिए मैंने उन्हें अलाऊ किया। अब हम जीरो ऑवर लेते हैं।
