Section 6(1) in The U.P. Right of Children to Free and Compulsory Education Rules, 2011
(1)The local authority (Gram Panchayat/Nagar Nigam/Nagar Palika/Nagar Panchayat, as the case may be) shall maintain a record of all children, in its jurisdiction, through a survey, from their birth till they attain 14 years of age.
