(16)to declare a Teaching Department of the Vishwavidyalaya, School of Studies, or Colleges or Polytechnics as Autonomous Colleges or Polytechnics :Provided that the extent of the autonomy which such teaching department of the Vishwavidyalaya, School of Studies or Colleges or Polytechnics may have and the matters, in relation to which it may exercise such autonomy, shall be such as may be prescribed by the Statutes;
