Section 4(3)(i) in The Punjab State Agricultural Marketing Board (Class III) Service Rules, 1989

(i)he produces a certificate of character from the principal academic officer of the university, college, school or institute last attended, if any, and similar certificates from two responsible persons not being his relatives, who are well acquainted with him in his private life and are unconnected with his university, college, school or institution; and
