Section 15(1) in The Goa, Daman and Diu (Excise Duty) Rules, 1964
(1)In the case of liquor exported under special bond, the Commissioner shall discharge the bond on receipt of the certificate mentioned in rule 12 (2) provided that none of the conditions of the bond have been infringed.
