Section 3(14)(i) in The M.P. State Veterinary Council Rules, 1993

(i)On receipt by post or by hand, of the envelope containing the declaration paper and the closed cover containing the voting paper, the Returning Officer shall endorse on the outer envelope the date and the hour of its receipt.
