- The [Licensing Authority] [Substituted by U.P. Cement Control (First Amendment) Order, 1978, dated 13.3.1978.] may, by a written order require any person holding stock of cement to sell the whole or any part of the stock to such person or class of persons as may, in the opinion of the [Licensing Authority] [Substituted by U.P. Cement Control (First Amendment) Order, 1978, dated 13.3.1978.], be genuine consumers of cement, and on such terms as may be specified in the order and for such retail price as may be determined in accordance with the provisions of clause 6.
