Section 21(2) in Lai Autonomous District (Village Councils) Act, 2007
(2)The Village Council should be consulted before the house or any building is constructed.Provided that nothing restricts the power of Executive Committee from allotting any house-site or sites for constructing a house or houses for any purposes, or land for jhumming or gardening purposes within the territorial jurisdiction of a village.Provided further that in doing so the Executive Committee shall consult with the village concerned.
