SHRI Y.V. SUBBA REDDY (ONGOLE): To improve quality of assets created under MNREGA and bring synergy between MNREGA and schemes under other line departments for technical and funds support, Government of India (GOI) issued revised Schedule-I to MNREGA on 13-01-2014. This helps to tie-up funds between MNREGA and other schemes like MPLADS, in compliance to this, Government of Andhra Pradesh, vide G.O.M.S, No. 58, allowed convergence of funds under 13th and 14th Finance Commission.
Taking advantage of this, I had submitted 99 proposals for 7 Assembly Segments in my Constituency. But, district authorites turned them down saying material component is not available with MNREGA. But, if one reads revised Schedule-I to MNREGA, it is not just material component but also funds support can also be tied-up between MNREGA and other schemes like MPLADS. Secondly, 90% of my proposals are relating to construction of concrete roads which are permissible as per G.O.M.S. No. 58 of Government of Andhra Pradesh and Government of Andhra Pradesh itself executed such projects in Ongole, Kandukuru and Markapur divisions in my district. Thirdly, when 50:50 ratio is applied for convergence of funds for schemes sanctioned by State Government, why not same analogy is applied to 99 proposals submitted by me is beyond my comprehenson. When I raised this during DISHA meetng, District Collector said resolution from Gram Panchayat, Mandal Parishad and Zilla Parishad are required.
So, there is a lot of confusion and MPs are not aware of guidelines. Hence, I request GOI to issue clear directions to State and district authorities that convergence of MNREGA and MPLADS can be done and serious action would be taken if any proposal under this are rejected. Otherwise, proposals are being delayed and ultimately poor people are suffering.
