Section 7(1)(a) in Orissa Municipal Act, 1950

(a)the [Governor] [Substituted vide Orissa Act No. 11 of 1994 w.e.f. 31.5.1994.] shall, before they issue such notification communicate to the Municipality the grounds on which they purpose to do so, fix a reasonable period for the Municipality to show cause against the proposal and consider its explanations and objections, if any;
