(4)Every nomination paper shall be presented by the candidate in person or by his proposer on any of the date notified at the place specified and during the hours appointed, to the Election Officer or to such other person as may be authorised by him in this behalf. The Election Officer or such other authorised person shall forthwith number the nomination papers serially in the order in which they are presented and enter on each nomination paper, the date and time at which it is presented. He shall give a receipt for the same as in Form-I.
