Section 15(1) in The Haryana Cattle Fairs Act, 1970
(1)If the fair officer has at any time reason to believe that any person from whom any sum recoverable under the provisions of this Act or the rules made thereunder is due, or is about to become due, is about to remove himself from the fair area the fair officer may cause a bill for the sum due or about to become due to be presented to such person and demand immediate payment thereof.
