20. Charges recoverable in excess of fair rates.
(1)Notwithstanding any agreement to the contrary, no hotel-keeper shall charge any amount in excess of the fair rates fixed.(2)Any sum paid by the lodger in excess of the fair rate shall be recoverable by him at any time within one year from the date of payment from the hotel-keeper and may, without prejudice to any other remedy for recovery, be adjustable by such lodger for an amount payable by him to the hotel.
