Section 583(1) in The Calcutta Municipal Corporation Act, 1980
(1)The Municipal Commissioner, or any other officer of the Corporation authorised by him in this behalf, or any person who resides or owns property in Calcutta, may complain of the existence of any nuisance to a Municipal Magistrate.
