Section 2(p) in Bihar Trade Articles (Licences Unification) Order 1984
(p)"Retail dealer" means a person engaged in the business of purchase, sale or storage of any article [specified in Schedule I] for purpose other than personal consumption within the storage limit fixed by the Government from time to time;
