(2)The [District Collector] [Substituted for the word 'Commissioner' by the Tamil Nadu Municipal Laws (Amendment) Act, 2000 (Tamil Nadu Act 26 of 2000).] may, after local inspection, grant a licence with such conditions or directions, subject to such rules as may be prescribed.
