Section 11(1) in The Aircraft (Investigation of Accidents and Incidents) Rules, 2012
(1)The Central Government may, at its discretion, appoint a Committee of Inquiry composed of two or more persons to hold an inquiry into an aircraft accident or a serious incident and such a Committee shall have the same powers as an Aircraft Accident Investigator under rule 10.
