(2)No such regulation [other than a regulation made under section 28,] [ Inserted by Act 17 of 1982, Section 20 (w.e.f. 31.5.1982).] shall be approved by the Central Government until the same has been published by the Board for two weeks successively in the Official Gazette and until fourteen days have expired from the date on which the same had been first published in that Gazette.
