Section 2(f) in The Navy (Pension) Regulations, 1964
(f)"emergency list" means the list of commissioned officers(i)who having been permanent have withdrawn from the active list without entitlement to retiring benefits and voluntarily accepted liability for recall to service in an emergency but who were not eligible for inclusion in the retired list; and(ii)who were short service officers with liability for a period specified in the original engagement for recall to service in an emergency;
