Section 78(1) in The West Bengal Primary Education Act, 1973
(1)All immovable properties on which road and public works cesses are assessed [, or all such properties which are liable to such assessment,] [Words inserted by W.B. Act 4 of 1984.] according to the provisions of the Cess Act, 1880, shall be liable to the payment of education cess.
