(7)Where a licence renewed for more than one financial year is surrendered before its expiry, the renewal fee paid for the unexpired portion of the licence shall be refunded to the licensee:Provided that no refund of renewal fee shall be made for the financial year during which the licensing authority received the renewed licence for surrender.
