(1)Every brewer for sale and every brewer of beer for private consumption shall, before he begins to brew, deliver to the Commissioner through the Superintendent of Excise of a district, a description in writing, signed by himself, of all premises, rooms, places and vessels intended to be used in his business, specifying, the purpose for which each is to be used, and the distinguishing mark of each.
