Section 26(12) in Haryana Air (Prevention and Control of Pollution) Rules, 1983
(12)Subject to the control of the Chairman, the fund of the Board shall be operated by the Member-Secretary of the Board or in his absence by any officer of the Board who may be so empowered by the Chairman. The Chairman may also delegate powers to any officer or officers of the Board either singly or jointly to issue cheques on account of the expenditure which has been sanctioned for payment.
