Section 14(3) in Kerala Town and Country Planning Act, 2016
(3)For the purpose of assisting the District Planning Committee in exercising such of its powers, discharging such of its duties or performing such of its functions under this Act, the District Planning Committee may constitute one or more special committees:Provided that the District Planning Committee may also constitute working groups for various sectors for giving guidance and support to the special committees in the preparation of perspective plan and execution plan.
