49. Order refusing to Grant the Certificate.
- The competent authority, may. if not satisfied after giving the applicant reasonable opportunity of being heard, make an order refusing to grant a certificate. Such order shall contain specific reasons for refusal to grant such a certificate and shall be communicated to the applicant through registered post.
